The SEC filed a civil against developer Robert V. Matthews in one of South Florida’s biggest EB-5 fraud cases ever. At first, Matthews denied the charges. But since then he pleaded guilty and admitted to defrauding 88 Chinese EB-5 investors from 2011 to 2018. The SEC appears to be barring Matthews permanently from selling securities. The court is considering disgorgement of ill-gotten gains and/or a civic penalty.
