The two former Jay Peak developers, Ariel Quiros and Bill Stenger, have dealt with civil charges for their involvement in the Jay Peak scandal but have never faced criminal charges regarding an EB-5 investment project — till now. Both men, along with two others, have just been hit with a 14-count indictment for allegedly embezzling or misappropriating $93 million raised for a biotech project in Newport, Vermont.
