The latest American Community Survey (ACS) data shows the national unemployment average rising 0.1% to 5.5% in the period between 2017 and 2021, with 37,687 census tracts (42.6% of the total) now qualifying as high-unemployment targeted employment areas (TEAs). Detroit, Cleveland, and Los Angeles have more than 95% of their census tracts qualify for such TEAs; New York and Las Vegas have more than 90% of their census tracts qualify.
