Feds seek 4 years in prison for California EB-5 con artist

Prosecutors have requested that Thomas Henderson, an Oakland businessman, be sentenced to at least four years in prison. Henderson raised over $120 million for seven EB-5 projects, commingled the funds in one account, and spent millions on personal expenses. Prosecutors say the investors “had very little ability to properly vet or investigate the false promise made by Henderson and his proxies.”
