The American Immigrant Investors Alliance (AIIA) has commented on the proposed fee hikes that would increase the cost of filing an I-526E by 204%, and increase the cost of filing an I-829 154%. USCIS justifies these increases by their use of an “ability-to-pay principle” that burdens wealthier applicants with more increases. AIIA says asking EB-5 petitioners to pay more “without any expectations for timely processing is an example of typical bureaucratic disconnect with reality.” The group would prefer to see for-profit commercial entities like regional centers assume the burden of increased agency costs.
