In the EB-5 immigrant investment program, there are two tiers of investment. The lower tier is $900,000 (half of the standard $1.8 million investment level) and applies to Targeted Employment Areas (TEA’s). A lower investment level was created by Congress in order to encourage investment in areas of need.
TEA’s can be defined one of two ways: high-unemployment TEA’s and rural TEA’s. To qualify as a high-unemployment TEA, an area must have at least 150% of the national U.S. average unemployment rate.
To qualify as a rural TEA, an area must not be either in a metropolitan statistical area (MSA), or in a city or town with a population of at least 20,000.
