As a potential Chinese applicant, you will be filing at a time when the delay is around 10-12 years. If the applicant is very young, or waiting for this amount of time is not a problem, then yes EB-5 is still an option.
Also, I think the rules and regulations may change in the next couple of years that could drastically reduce the current delay.
