Latest ACS & BLS data published— vital for high-unemployment TEA’s

Best practices for high-unemployment TEA designation advise to use the latest data to determine if an area has a weighted average of at least 150% of the national unemployment rate. The latest 5-year ACS data (2014-2018) has a national average unemployment rate of 5.9%; TEA qualification based on this data (an “ACS-only” approach) requires an unemployment rate of at least 8.9%. The latest BLS data has a calendar-year 2018 average of 3.9%; TEA qualification based on this (when using a “census-share” approach) requires at least a 5.9% rate.
